(Don’t) Have chair, will travel

Maybe it’s just me, but it seems to me that someone who consistently needs to use a wheelchair in public places might want to investigate acquiring one of his own: Missing Chair Holds Up Wheelchair Appeal

A court case over a disabled man charged for a wheelchair at an airport was held up - because no wheelchair was available for him to reach the hearing.

Or is this some kind of British National Health thing that I don’t understand?
